[CCD] working title "PDL"

I mentioned elsewhere that I was working on a new license -- similar in
purpose to the CCD CopyWrite license, but with less strong heritability
characteristics and less specific attribution requirements.  I've come up
with something pretty simple that fills those needs.  Its text follows,
and I hope you'll all offer me some feedback (such as whether you're
likely to use it for anything, any concerns, and any suggestions you may
have).  In particular, I'm not sure how I feel about the disclaimer text:
